fcitx-configtool would not start

It seems that fcitx tries to call /usr/bin/fcitx-configtool when I try to 
configure it, but it fails because the location should be 
/usr/bin/fcitx-config-gtk

This is fixed on current cooking and so in 5.0: /usr/bin/fcitx-configtool 
is in path and start the GTK config tool.
