Consider Upgrading dpkg

I use debootsrap and get the following error:

dpkg-deb: error: archive 
'.//var/cache/apt/archives/libacl1_2.2.53-4_i386.deb' contains not 
understood data member control.tar.xz, giving up
tar: This does not look like a tar archive
tar: Exiting with failure status due to previous errors

Solved after upgrading dpkg by taking and converting the package from 
https://packages.debian.org/jessie/i386/dpkg/download

dpkg cannot be updated to version 1.20.5, because configure checks
for perl version >= 5.24.1, but perl in SliTaz 5.0 is 5.14.1.

The bug is in dpkg version 1.16. in slitaz, the last version that can 
easily be built is 1.17 (which is also the bug that no longer exists)

I have tried to compile this source: 
 deb.debian.org/debian/pool/main/d/dpkg/dpkg_1.17.27.tar.xz

dpkg is updated to 1.17.27
